PROBLEM TO BE SOLVED: To output a pseudo-load signal as a substitute of a cut-off valve driving signal from a battery voltage detecting circuit having the constitution same to a cut-off valve driving circuit, when a cut-off valve circuit is troubled, to drive the cut-off valve. SOLUTION: A cut-off valve output switching part 12 is switched when a flow rate pulse number reaches a specified value or more, in the case where a flow rate pulse signal a corresponding to a flow rate value is generated in spite of driving the cut-off valve 3, the pseudo-load signal c is output to allow the cut-off valve 3 to be driven, and gas is usable in the condition where a safety function is kept until a gas shut-off device is replaced.
