PROBLEM TO BE SOLVED: To monitor measuring of pressure-pulsated flow, and to manage the capacity of a battery, regarding flow rate measurement and monitoring system for measuring the flow rates of fluids. SOLUTION: The flow rate measuring and monitoring system comprises transducers 6a, and 6b for transmitting/receiving sound waves into/from the measuring fluid for each measurement sampling time; a repeating means 11 for repeating the transmission and receiving between the transducers 6a, and 6b for a plurality of times; a time-measuring means 14 for measuring the sound wave propagation time measured by the repeating means 11; a measurement control means 18 for measuring the plurality of measurements within a specific time, while making the measurement by the repeating means 11 one set; a flow rate operating means 17 for calculating the flow rate from each value of the sound wave propagation time of the time measuring means 14 and the measurement control means 18; a measurement mode monitoring means 21 for recording the total number of measurements in a specific measurement sampling time and the number of measurements by the measurement control means 18; and a communication means 23 for control the measurement mode monitoring means 21.
