Hydrocarbon binder for making layers and/or coatings for road construction and/or for civil engineering, comprises bitumine and a fluxant containing natural fatty substance, which is chemically functionalized by an oxidation. The fatty substance comprises a wax composition having at least a wax, preferably an amide wax. An independent claim is included for a polymeric material for making the layers and/or coatings for the road construction and/or for the civil engineering comprising the hydrocarbon binder.
