<p><P>PROBLEM TO BE SOLVED: To provide an efficient encoding system that reduces a memory capacity needed for multi-viewpoint video encoding and also reduces computational quantity on a decoding side. <P>SOLUTION: A predictive signal is not generated directly using distance information imparted for a reference frame and nor stored, but distance information for a frame to be processed is generated from the distance information imparted for the reference frame and is stored (a reference camera distance information input part 105 to a processing frame distance information memory 108). A viewpoint composite image generation part 109 uses distance information for the frame to be processed stored by processing blocks to generate a predictive signal for inter-camera image prediction for each of the processing blocks.
