A tilt and telescopic steering apparatus is provided to improve strength for fixing outer and inner tubes when a lever is operated by providing a guide bush for fixing the tubes simultaneously. A tilt and telescopic steering apparatus comprises: inner and outer tubes(210,220) surrounding a steering axle, a distance member(250) integrally fixed to an outer circumference surface of the outer tube, a tilt bracket(230) mounted to an outer circumference surface of the distance member, which controls a moving angle when a tilt is operated, a lever(240) and a lever bolt fixing and unfixing the tilt and telescopic apparatus, a penetration hole formed on the outer tube positioned between the outer circumference surface of the inner tube and an inner circumference surface of the tilt bracket and the distance member, and a guide bush(280) inserted into a space formed by the penetration hole.
