<p><P>PROBLEM TO BE SOLVED: To provide a video signal processing device and method that allow improvement of latency while reducing a data amount when accessing to an external memory and frequencies of accessing to the external memory, and to provide a video signal decoding device. <P>SOLUTION: Data, which are acquired by executing inverse quantization/inverse DCT processing to encoded data obtained by encoding a video signal in a block unit, and data applied with motion compensation are added with an adder 25 so as to send them to an overlap smoothing filter 31 of a filter processing part 30. A deblocking filter 32 is arranged continuously to the overlap smoothing filter 31 so as to store an image-data overlapped part, affecting between the filters 31, 32, in a shared memory 33. <P>COPYRIGHT: (C)2008,JPO&INPIT</p> |
