PROBLEM TO BE SOLVED: To convert a view angle of an SD image into an HD image. SOLUTION: A motion vector extracting unit 22 extracts a motion vector of each of pixels in the SD image, an out-of-region pixel rendering unit 24 generates pixels in a region, outside an SD image region, within the HD image based on the motion vectors of the pixels in the SD image and the SD image, and a composing unit 26 composes the generated pixels in the region, outside the SD image region, within the HD image and the pixels of the SD image and generates the HD image.
