<P>PROBLEM TO BE SOLVED: To prevent data loss caused by frame collision. Ž<P>SOLUTION: A navigation device includes a payload generating portion 51, a frame generating portion 53, a transmitting portion 57, a receiving portion 61, and an extracting portion 65. The payload generating portion 51 generates a payload. The payload includes a first section containing first data of a first type and an error detection code to the first data and a second section containing second data of a second type and an error detection code to the second data, and the first section is placed ahead of the second section. The frame generating portion 53 generates a frame including the payload. The transmitting portion 57 transmits the generated frame. The receiving portion 61 receives the frame.
