PROBLEM TO BE SOLVED: To provide a degradable resin composition which is aqueous, biodegradable and excellent in film formation and adhesion properties and its synthetic method. SOLUTION: The biodegradable resin composition is obtained by emulsifying a biodegradable resin dissolved in a vinyl acetate monomer in an aqueous solution containing a protective colloid and by emulsion-polymerizing the monomer by dripping the emulsion into a warm solution dissolving a protective colloid and a polymerization initiator.
