PROBLEM TO BE SOLVED: To decide accurately whether a failure in data recording on a recording medium is caused by abnormality of the recording medium, or fault of a recording and reproducing device. SOLUTION: A CPU 7 judges and recognizes whether an optical disk drive 2 is under recording of the data to an optical disk 11 or in the standby state and whether the recording of the data to the optical disk 11 by the optical disk drive 2 is normal or the abnormality is generated, and on the basis of the recognition information showing a result of above confirmation, the decision is made whether abnormality in recording the data to the optical disk 11 is caused by the optical disk 11 or the fault of the optical disk drive 2, then the state information consisting of the recognition information and the decision result is stored in an HDD 9, and this state information is reproduced and the operation state of the optical disk drive 2 is displayed on a display device 25, based on this state information.
