PROBLEM TO BE SOLVED: To suppress occurrence of errors by suppressing electrification of a substrate to the minimum when dispensing a UV curable liquid. SOLUTION: The manufacturing method of an optical information recording medium includes: a substrate manufacturing process; a recording layer forming process; an edge cleaning process; a reflecting film forming process; and a protective layer forming process. Moreover, before going into the protective layer forming process and when discharging the UV curable liquid 56 from a discharge nozzle 70, a neutralizing blow 74 (ionized air) is arranged to blow on an area including the discharge nozzle 70 and the substrate 10 through a neutralizing blow device 72, and the maximum electro static charge voltage of the substrate 10 is made to 7kV or lower when dispensing the UV curable liquid 56.
