PROBLEM TO BE SOLVED: To provide a forgery preventing paper which improves concealing properties to an image of a latent image when a base material is visually recognized from just above. SOLUTION: The forgery preventing paper has a linear latent image body made of recessed parts on at least a part of the surface of a base material. In the forgery preventing paper, the latent image body consists of a background region consisting of a plurality of straight lines arranged regularly, a latent image region consisting of a plurality of straight lines arranged at the same intervals to the straight lines of the background region and arranged vertically and regularly to the background region, and a camouflage region in which the line width of a part of the straight lines of the latent image region is made different from that of a part of the straight lines of the background region.
