PROBLEM TO BE SOLVED: To improve the utilization efficiency of nodes constituting a network, thereby preventing the addition of unnecessary nodes.SOLUTION: A node extraction unit 204 extracts from among a plurality of nodes those which are capable of executing processing rules to be set for a network and in which, when the processing rules are added, the load does not exceed a prescribed threshold. A node selection unit 208 selects one node from among the nodes extracted by the node extraction unit 204. A processing rule addition unit 209 adds the processing rules determined by a processing rule determination unit 202 to the node selected by the node selection unit 208. A routing rule addition unit 210 adds, to each node, processing rules for routing the node selected by the node selection unit 208 and server devices connected to the network. |
