The present invention comprises a memory storing an internet overindulgence diagnosing program and a processor for executing the program. The processor performs emotion assessment and cognitive assessment with respect to a user by execution of the program. The processor determines whether the user overindulges in the internet based on result data with respect to the performed emotion assessment and result data with respect to the performed cognitive assessment wherein the emotion assessment assesses a recognition ability with respect to an emotion of the user and the cognitive assessment assesses a memory ability, a performance ability, and an exercise ability.
