PROBLEM TO BE SOLVED: To disturb a columnar frequency producing a wind passage and suppress columnar resonant sound by making the width of a flat plate or the interval of the flat plates unequal in the handrail of a bridge forming the wind passage of natural wind between a plurality of the arranged flat plates. SOLUTION: A plurality of flat plates 1... are arranged at prescribed intervals, and the handrail 10 of a bridge forming the wind passages 3... of natural wind between the flat plates 1 is provided. In the handrail 10, a columnar frequency producing in the wind passage 3 is disturbed by making the width B of the flat plate 1 or the interval D of the flat plates 1 unequal. In addition, when through holes 2 are provided in the flat plate 1, the columnar frequency is disturbed by varying the flat plate width and the flat plate interval at the parts of the through holes. In this case, the rate of the through holes to the surface area of the flat plate 1 is set preferably 10-30 %. Thus, columnar resonant sound having high frequency sound is suppressed when the columnar frequency is disturbed.
