A method and an apparatus for manufacturing a copper clad laminate are provided to solve a scratch problem on a copper clad by performing a smoothing process of the copper clad laminate using a drive direction conversion unit. A method for manufacturing a copper clad laminate includes the steps of: driving a copper clad having a polyimide series resin layer to a drive direction conversion unit(161) having an inclination plane; and spraying air between the copper clad and the drive direction conversion unit in the smoothing step, and converting the drive direction of the copper clad according to the inclination plane of the drive direction conversion unit(161) in state of a non-contact state of the inclination plane of the drive direction conversion unit(161) and the copper clad. The smoothing step is performed under the atmosphere of 200 to 450°C.
