PURPOSE: A rice-hill seeding biodegrading-mulching film manufacturing device and a manufacturing method thereof are provided, which can prevent a reeled mulching film from being damaged. CONSTITUTION: A rice-hill seeding biodegrading-mulching film manufacturing method comprises: a moving step(S1) of continuously moving a mulching film spread by a mobile tool; an adhesion application step(S2) of applying a rice-seed attaching adhesive on the mulching film; a punching step(S3) of punching the mulching film; a rice-seed attaching step(S4) of attaching rice seeds to the mulching film; and a reeling step(S5) of reeling the mulching film.
