PROBLEM TO BE SOLVED: To provide an installation having a film joining system of switching scheme. SOLUTION: A joining part 12 of an off-line stretching installation is equipped with a tape joining apparatus 60 and a heat sealer apparatus 90. Tape joining apparatus 60 has a fixed pedestal 61, a movable pedestal 62, a pedestal opening/closing mechanism 64 and a tape feeding head 79. The movable pedestal 62 moves between a joining position pushed to the fixed pedestal 61 and a joining preparing position separated from the fixed pedestal 61 by the pedestal opening/closing mechanism 64.
