<P>PROBLEM TO BE SOLVED: To provide a method for producing a developing agent having less variation in particle diameter and good fixability and giving good image quality. Ž<P>SOLUTION: In the method, a toner material dispersion liquid is introduced into a high-pressure wet atomizing unit 10 and subjected to mechanical shearing to make the granular mixture into fine particles, thereby preparing a dispersion liquid containing fine particles having a smaller particle diameter than a particle diameter of the granular mixture. The high-pressure wet atomizing unit 10 is preliminarily filled with an alkaline aqueous solution before introducing the toner material dispersion liquid.
