1. A server platform operative to communicate with a wireless communication network, the server platform comprising:
a data storage coupled to the server platform to store a plurality of data transaction records, each data transaction record having a value indicative of a wireless device's data usage of a communication resource via an application, wherein the server platform comprises a processor and a memory coupled with the processor, wherein the memory is configured to provide the processor with instructions which when executed cause the processor to: determine an allocated cost for at least a first and a second data transaction record by comparing a cost record indicative of a cost associated with the communication resource applicable to each of the first and second data transaction records to determine if at least a portion of the cost associated with the communication resource is attributed to the wireless device based on the value associated respectively with the first and second data transaction records; and generate a cost report based on the allocated cost associated with each data transaction record, the cost report allocating the allocated cost for the first and the second data transaction records to different accounts.
