The present invention relates to a combustion apparatus (110) for incineration disposal of non-degradable noxious gases, and an incineration method using the same. More particularly, the present invention relates to a combustion apparatus (11) for incineration disposal of non-degradable noxious gases, which is equipped in a scrubber system (1) for burning up waste gases, the combustion apparatus (110) comprising: a first porous body (141); a second porous body (142); and an igniter for forming a flame front (143) thereinside, wherein the igniter is disposed between the first porous body (141) and the second porous body (142) to form the flame front (143) between the first porous body (141) and the second porous body (142), and at least one of the first porous body (141) and the second porous body (142) are moved to come in contact with each other to thereby form an excess enthalpy flame through a two-stage porous body combustion in order to form the flame front (143).
