PROBLEM TO BE SOLVED: To obtain a scalp and hair treatment composition having excellent hair-tonic effect, falling-off preventing effect, dandruff and itchiness preventing effect on scalp and safety by including oleyldimethylamine oxide, isostearyldimethylamine oxide and a blood circulation promoting agent. SOLUTION: The objective composition contains (A) oleyldimethylamine oxide of formula I and/or isostearyldimethylamine oxide of formula II and (B) a blood circulation promoting agent preferably selected from nicotinic acid, benzyl nicotinate, tocopherol nicotinate, nicotinic acidβ-butoxy ester, minoxidil or its analog, extract of Senburi (Swertia japonica), vitamin E compounds,γ-oryzanol, alkoxycarbonylpyridine N-oxide, carpronium chloride, acetylcholine and its derivative. The amounts of the components A and B in the composition are preferably 0.0001-20 wt.% and 0.001-5 wt.%, respectively.
