PROBLEM TO BE SOLVED: To control humidity within a desired range by forming a humidity controlling layer containing mesoporous silica on a backing. SOLUTION: Water glass diluted with water is passed through a column filled with a H+ type cation exchange resin to make an activated silica aqueous solution. Next, hexadecylamine is dissolved in ethanol, the solution is added to the aqueous solution with stirring. The mixture is allowed to stand at room temperature and to react, the obtained complex is filtered, and the product is washed and dried. The obtained white powder is dispersed in ethanol, the hexadecylamine is extracted, the obtained product, after being air-dried, is dried to obtain mesoporous silica 1. The aqueous dispersion of the mesoporous silica is mixed with an acrylic aqueous emulsion, and the mixture is applied on a plastic sheet 3 by a bar coater and dried to produce a humidity controllable sheet having a humidity controlling layer e.g. 80μm in thickness.
