PROBLEM TO BE SOLVED: To provide a roving cheese in which one or a plurality of layers of a wound roving does not fall off when a roving package is vertically placed and the roving internally contacting a space penetrating both ends of its central part is pulled out and used, and a method of manufacturing such a roving cheese using a common winding device. SOLUTION: The roving cheese and its manufacturing method are provided, in which the roving wound at a kth layer and a wound roving at a k+2th layer is wound in a state of contacting in parallel along the longitudinal direction of a fiber or in an overlapped state.
