PROBLEM TO BE SOLVED: To provide a binder for binding a file and binders, in which the relieving work of the rocking of an operating member can be easily performed. SOLUTION: This binder includes a plate like stand member 22, a binding member 70 having a pressing part for pressingly holding a matter X to be bound on the stand member 22, the operating member 60 provided shiftable between a rocked state, under which the matter X to be bound is pressed by moving the binder member 70, and a relieved state, under which the rocking of the matter X to be bound is relieved, on the stand member 22, a spring member 50, which is connected both with the operating member 60 and with the binding member 70 and energizes the binding member 70 toward the direction for pressing the matter X to be bound and a fixing part 28 for fixing the operating member 60 under the rocked state, in which the matter X to be bound is pressed. In addition, a guiding part 128 for guiding the operating member 60 toward the direction, in which the operating part 60 is disengaged from the fixing part 28, is formed in order to relieve the rocking of the operating member 60.
