PROBLEM TO BE SOLVED: To keep a surface sheet of a napkin in a sanitary state by completely covering the surface sheet while permitting easy takeout of the napkin, and to eliminate the deficient individual wrapping in a manufacturing line. SOLUTION: A notched part 13a is formed on a wrapping sheet 10 by notching a corner part on one side, and perforations are formed along a part 16 to be notched at a corner part on the other side. The napkin 1 is disposed on a mold-release treatment side of the wrapping sheet 10, and both side parts 11a and 11b on the longitudinal edge side of the wrapping sheet 10 are folded to the surface sheet 3 side in the order starting from the side where the notched part 13 is formed, followed by the side where the perforations 17 are formed. The overlapping parts are bonded to each other with an adhesive line 14, and the wrapping sheet 10 and the napkin 1 are folded together in order in the longitudinal direction and fastened. At the time, the part to be notched 16 is bonded to the wrapping sheet 10 in such a way as can not be released, and the part 16 to be notched can be cut off along the perforations 17 when the wrapping sheet is unfolded.
