The present invention provides a method for performing dynamic evaluation on lighting glare of a road by using an imaging brightness meter. When a measurement vehicle drives to an initial measurement position, an imaging brightness meter disposed in a vehicle-mounted system of the measurement vehicle is controlled to rapidly shoot a to-be-measured region according to a measurement step length, so as to acquire image data comprising original brightness data of a road and lamp glare data. Therefore, not only brightness or illuminance of a center point of a glare source can be measured, but also brightness or illuminance of the entire glare source can be subjected to integral computation; an accurate glare threshold value increment TI close to the visual sensitivity of a driver can be obtained; the operation is simple and convenient; measurement difficulties and costs are greatly reduced; and measurement accuracy is improved.
