PROBLEM TO BE SOLVED: To create a composite image including a restored ROI even when an insufficient ROI is used, and adjust the degree of composition.SOLUTION: A wavelet conversion part 510 performs wavelet conversion on image data A60 and D60 to a designated resolution level designated in composition control data C50 to create wavelet coefficient data A61 and D61. A composition execution part 520 distinguishes a ROI coefficient from a non-ROI coefficient involved in a ROI regarding the coefficient data A61 on the basis of mask data B60, and composes the ROI coefficient in the coefficient data A61 with a wavelet coefficient in the coefficient data D61 to create composed coefficient data E61.
