PROBLEM TO BE SOLVED: To realize a processing free from signal deterioration without increasing a transmission load. SOLUTION: Parameter information, such as encoding parameters, decoding parameters, and editing parameters is made to correspond to unique information (UMID) and is stored in a database. The unique information is attached to material data (baseband signal) subjected to decoding processing (decoding to compression) for edit and transmitted. When the material data is edited, re-encoded or the like, parameter information about past processing is obtained from the database using the unique information as a key, and signal processing without deterioration is carried out with reference to the parameter information.
