PROBLEM TO BE SOLVED: To finely vary a variation amount of a steering angle according to a vehicle speed by slightly adding hydraulic equipment or the like to an already mounted hydraulic circuit and easily incorporating it so as to make the workability of a working vehicle and high speed stability compatible. SOLUTION: An operation turning shaft 1a of a steering operation element 1 is connected to an input shaft 40A of a planetary gear mechanism 40, and an input turning shaft 31 of a steering valve 30 is connected to an output shaft 40B. Further, a drive shaft 51 of a variable displacement hydraulic motor 50 is connected to a deceleration shaft 40C of the planetary gear mechanism 40. The pressure oil of a flow rate according to a steering angleαof a steering mechanism 90 is fed to flowing-in ports 50A, 50B of the hydraulic motor 50 by a pressure oil feeding means 60. A speed of the vehicle 100 is detected by a vehicle speed detection means 4, and control means 70, 5 control a capacity q of the variable displacement hydraulic motor 50 according to a speed V of the vehicle 100 detected by the vehicle speed detection means 4.
