PROBLEM TO BE SOLVED: To provide a service use identification information generation device or the like capable of certainly specifying a user of an ID (Identifier) even when linking is separated between information for identifying a key and the ID of the user while suppressing increase of a management load of a TTP (Trusted Third Party) and service provision server. SOLUTION: In the device, additional information is imparted to log-in information of the received user, and the information is encrypted by an encryption key different in each service whose provision is received by the user. Next, information about the encryption key different in the service is imparted to encrypted information, and the information is encrypted by the encryption key peculiar to the service use identification information generation device.
