The method for producing an inflammable mixture on the basis of water, comprises separating water into hydrogen and oxygen by a membrane electrolysis under using an electrical energy provided by a voltage source such as a battery and/or an accumulator with an output voltage of 12V, obtaining the produced hydrogen separately from the oxygen, applying an electric field to the produced and obtained hydrogen, and combining the oxygen with the hydrogen treated in the applying step. The electrical field is pulsed in unchangeable field direction. The accumulator is loaded under using wind energy. An independent claim is included for a device for producing an inflammable mixture on the basis of water.
