The present invention provides an opening and closing device for draining which is installed in a drain pipe of a washbasin, a bathtub or the like. The opening and closing device of the present invention includes a mounting pipe (110) which is mounted to the drain pipe of the washbasin, the bathtub or the like, and a drain port (120) which is provided in and coupled to the upper end of the mounting pipe (110) so as to be removable. The device further includes a movable body (130) which is supported at diametrically opposite portions in the drain port (120) by a rotary support means (140) so as to be reciprocally rotatable around the rotary support means (140).
