The present invention provides a terminal access control method and apparatus, a communications system, and a computer storage medium. The terminal access control method comprises: a core network maps personalized information of a user into a mapping parameter according to a mapping rule; a base station sets a control parameter corresponding to the mapping parameter according to a control rule; and when a user terminal accesses a network, the base station acquires the mapping parameter to which the personalized information of the user is mapped by the core network, and controls the user terminal according to the control parameter corresponding to the mapping parameter. |
