Provided in the present invention is a method for activating and deactivating a carrier. The method comprises: generating at least one media access control (MAC) control element (CE) to carry a carrier activation/deactivation instruction, wherein the at least one MAC CE comprises a predetermined number of instruction fields, and each of the instruction fields corresponds to one carrier and carries an activation/deactivation state of the corresponding carrier thereof; and sending to a client terminal the at least one MAC CE generated to carry the carrier activation/deactivation instruction. Also disclosed in the present invention is a base station supporting carrier activation and deactivation. |
