PROBLEM TO BE SOLVED: To provide a PDP having a protective layer wherein a discharge probability can be improved without using an expensive high breakdown voltage transistor or an expensive driver IC by reducing a break-down voltage Vf, and a generation rate of black noise at which a cell to be lighted is not lighted can be reduced by maintaining holding force of wall electric charges, and provide its manufacturing method. SOLUTION: As the protective layer 15, MgO having an energy level corresponding to an energy chart of the drawing is applied. In other words, MgO which has a second energy level 152 in the vicinity of a valence band (V. B: Valence Band) is applied as the protective layer 15 in addition to a first energy level 151 in the vicinity of a conduction band (C.B: Conduction Band) in a forbidden band.
