PROBLEM TO BE SOLVED: To prevent failure of video recording because of concentration of video recording and video recording reservation in a specific device in video recording via a network.

SOLUTION: This data recording controller is communicably connected to a data recording device having a recording medium, the controller receives input of a recording start time and a recording termination time of data of broadcast voice and image, receives the number of voice image data (the maximum simultaneous recording number) which can be simultaneously written in each recording medium from each data recording device, receives the number of voice image data (the simultaneous recording reserved number) which are scheduled to be written to each recording medium from the recording start time to the recording termination time from the data recording device, and stores a data recording device where the simultaneous recording reserved number is smaller than the maximum simultaneous recording number as a candidate of the data recording device in which voice image data is recorded.
