PROBLEM TO BE SOLVED: To improve usability of a user who intends to make a telephone call to a call center etc.

SOLUTION: Each of operator terminals 1-1 to 1-n is designed to register an operator state into a server device 4 at real time in every detection about whether an operator is being in a busy state or a free state etc. The server device 4 is designed to manage the operator state of these operators 1-1 to 1-n, and to provide the state on a WEB page accompanied with a telephone number of a service destination. A user terminal 5 is designed to select whether or not making a telephone call after confirming a confused state of the call center on the WEB page, whether or not making a telephone call to a service which is in the free state even if charging is to be required, etc.
