PROBLEM TO BE SOLVED: To provide a semiconductor integrated circuit which can reduce waste of a circuit cell which is a basic constitution unit, improve functionality, and restrain increase of a circuit size. SOLUTION: A circuit cell 200 has a three-input lookup table (LUT) structure which uniquely decides arbitrary three-input logic. It has a three-input/one-output multiplexer 221 which selects one signal from three selective input signals in accordance with two cell input signals F0, F1. It has a selector 220 which outputs a signal selected from the multiplexer 221 as a cell output signal; and an allocator 230 which has a table 231 and allocates any one of a plurality of signals including one cell input signal F2 to the multiplexer 221 for each of three selective input signals, in accordance with logical function from the table 231.
