An image creating device for creating a new moving image with a high S/N ratio and a little movement blur from moving and still images captured by imaging a dark moving object. The device comprises an imaging condition determining section (105c) for determining an imaging condition to capture the moving and still images according to the amount of light received from the object, an image input section (101) for receiving the moving and still images captured under the imaging condition, and an integrating section (104a) for creating a new moving image with a resolution of each frame higher than that of the still image at a frame rate higher than that of the moving image by decreasing the error between the still image and the sum of the frames of the new moving image during the exposure time of the still image. The imaging condition determining section (105c) determines the time longer than the frame interval of the moving image and lengthening as the amount of light received decreases, and uses as the exposure time for imaging the still image.
