PROBLEM TO BE SOLVED: To provide an optical apparatus which suppresses a focus operation for an object for which a user does not intend to perform focusing, and also to provide an image-pickup system. SOLUTION: The optical apparatus 30 includes: a calculator means 15 that obtains a position of a focus lens 1 for focusing on a subject; a setter means 15 that sets a permissible movable range of the focus lens; and a controller means 15 that sets, when the position of the focus lens obtained by the calculator means is within the permissible movable range, the position to a target position to which the focus lens is moved.
