PROBLEM TO BE SOLVED: To provide a member excelling in damping capacity that attains noise lowering and vibration reduction with the use of easily workable steel sheet; a process for producing the same; and a steel sheet suitable as a member excelling in damping capacity. SOLUTION: The member excelling in damping capacity is one produced by working a steel sheet, characterized in that the steel sheet has an average crystal grain diameter of ≥30 μm or greater and at the hardest area thereof exhibits a Vickers hardness of 120 or below. The member can be obtained by, for example working to a desired shape a steel sheet of composition consisting of, by mass, 0.050% or less C, less than 1.0% Si, 0.05 to 0.5% Mn, 0.04% or less P, 0.03% or less S, 1.0% or less Al, 0.005% or less N and the balance Fe and unavoidable impurities, the steel sheet having an average crystal grain diameter of 30 μm or greater, and subjecting the steel sheet to heat treatment at 500°C or higher.
