PROBLEM TO BE SOLVED: To prevent a processing load in a network layer from being increased when seamlessly integrating a plurality of wireless media. SOLUTION: A data link layer is included which transmits a link frame to be transmitted/received by a link established between a present station and a terminal station using physical addresses specific for the wireless terminal station and the wireless base station, respectively, using one or multiple of wireless links of wireless media, only one of a macro-cell wireless module 14a forming a macro cell over a widest range is connected to the data link layer, one or multiple pico-cell wireless modules 14b forming a pico-cell over a range narrower than the macro-cell is connected to the data link layer via a communication line, and a pico-cell wireless module 14b detecting in its pico-cell the macro-cell formed by the macro-cell wireless module 14a, is selectively connected to the data link layer.
