PROBLEM TO BE SOLVED: To provide an image processor for surely detecting and restoring information embedded in an image having a dot structure formed on a non-electronic medium, and to provide an image processing system and a program. SOLUTION: When superimposing additional information on image data as an information embedding pattern, a dot information acquisition part 112 acquires information relating to the structure of dots of an output device which outputs the images. Then, a structure approximation decision part 114 decides whether or not the dot structure is approximate to the structure of the information embedding pattern. When it is approximate, a rotating processing part 116 performs the processing of rotating the image data for a prescribed angle corresponding to the dot structure, and an information superimposing processing part 118 superimposes the array of the information embedding pattern on the rotated image data. Thereafter, the rotating processing part 116 performs the processing of reversely rotating the image data for the prescribed angle, and an image data output part 120 outputs the image data.
