PROBLEM TO BE SOLVED: To achieve personal authentication with high precision while using a blurred finger vein pattern image which has misregistration regarding the personal authentication under circumstances where non-contact is required. SOLUTION: In order to achieve the above object, a personal authentication device includes: a means for obtaining the finger vein pattern image in non-contact state, a means for performing rotation compensation by using the contour of the finger as a method of retrieving the vein pattern included in the obtained image; a means for normalizing the position of the finger image with a fingertip as a reference; a means for obtaining the overall vein pattern statistically by repeating tracing of parts where a luminance value is low just for an arbitrary length from an arbitrary position on the image; a matching means for comparing only parts where distinctive characteristics appear in the blood vessel patterns; and a means for dividing the image into small areas, performing matching for every small area independently and evaluating the amount of misregistration when they match.
