PROBLEM TO BE SOLVED: To considerably reduce a user's time for setting, related to a steady plant simulator. SOLUTION: A fixed value setting part 12 sets an arbitral variable out of variables (variables related to input/output state quantity or the like) of each plant constitutive equipment as a fixed value or a non-fixed value, and sets a value of a fixed value variable arbitrarily. A calculation order determining part 13 determines calculation order according to the setting by the fixed value setting part 12.
