This air-conditioning control device solves a problem of conventional air-conditioning devices, which is that the air-conditioning device is not controlled appropriately when the air-conditioning device is not spontaneously operated, such as when an occupant removes clothing. This air-conditioning control device has a first temperature sensor for detecting the temperature of the occupant, a processing unit for estimating the warm-cold sense of the occupant from the detection result of the first temperature sensor, and a control unit for controlling an air conditioner in accordance with the warm-cold sense estimated by the processing unit. The processing unit determines changes in the amount of the occupant's clothing from the detection result of the first temperature sensor, and the control unit controls the output of the air conditioner in accordance with the changes in the amount of clothing determined by the processing unit.
