PROBLEM TO BE SOLVED: To detect an area where the picture of a traveling object is taken in a pick-up image regardless of the type of the traveling object or the positional relation of the traveling object. SOLUTION: A traceable area detecting part 30 divides a pick-up image into a plurality of areas and detects a traceable area where a traveling object is traceable, out of each of the divided areas. An image moving quantity detecting part 40 detects the moving quantity on the image of the traceable area based on at least two of images taken with predetermined time intervals. A target position calculating part 60 calculates the position on real space of the object to be traced in the traceable area, based on the moving quantity of the traceable area and vehicle moving quantity in a predetermined period measured by a vehicle moving quantity measuring part 50. An area classifying part 70 decides whether the traceable area is a still object area or a traveling object area, based on the calculated position of the object to be traced and the vehicle moving quantity.
