<p><P>PROBLEM TO BE SOLVED: To provide an enclosure member that identifies a distribution line on which an insulation failure occurs with a simple apparatus whose withstand voltage is not high, in the distribution line having no shielding layer. <P>SOLUTION: The enclosure member 10 surrounds the outside surface of each conductor provided in the distribution line. A semi-conducting layer 11 is sandwiched by insulating layers 12. An IV line 13 electrically connected to the semi-conducting layer 11 is drawn out of the insulating layer 12 at the side opposite to the distribution line. Also, the enclosure member 10 is of a cylindrical shape, and a slit 14 is provided in the longitudinal direction Y1 of the cylindrical shape. The semi-conducting layer 11 is not provided at both ends 15 in the longitudinal direction Y1.
