PROBLEM TO BE SOLVED: To provide a scouring agent composition satisfying requests such as alkaliproof performance, low temperature stability, permeability, and scouring performance. SOLUTION: The composition comprises (A) a phosphoric ester derived from a nonionic surfactant represented by general formula (1) and represented by general formula (2), and/or salt thereof, (B) a polyoxyalkyl ether nonionic agent represented by general formula (3), and (C) a 8-22C (un)saturated fatty acid.
